Hereford Netball League Rules
- All matches are to be played to AENA rules and will consist of 4 quarters of 15 minutes. 2 minutes break will be allowed for quarter and three-quarter and 3 minutes for half time, unless it is otherwise stated by the Committee.
- No player must play for more than one team at any one time, but a player may transfer once per year to a different team, having first notified the Affiliations Secretary and paid the appropriate transfer fee.
- There should always be two umpires per match, one from each team due to umpire. Any team failing to provide an umpire at the required match will be fined £5.00 plus £5.00 to be paid to an umpire if available on the night. If no umpire is present the two teams playing may wish to:
- Agree to 1 umpire plus an offending team member running the line
OR
- Postpone the match until two qualified umpires are available in which case the offending team will incur all costs for the re-scheduling of the match, including the £5.00 fine.
- Captains are to toss a coin for ends before they come on court.
- Scoring - 5 points for a win, 3 points for a draw, 2 points for within 5 goals of the winning teams score and 1 point will be awarded to the losing side should they score half or more than the winning team's score.
- Any team arriving late will have one goal per minute awarded against them up to 5 minutes - after this time the game will be awarded to the complete team. Rule 7 will then be applied.
- If a game is awarded to a team by default, the following scoring system will be applied at the end of the season. This team will be awarded the appropriate goals, according to the position in the league, and the offending team will receive 0 goals:-

- E ach team is required to provide its own set of bibs and ball for each league match and all tournaments. A First Aid kit is the team's own responsibility.
- Bibs must be worn by both teams.
- All team members must play in the same coloured kit.
- Training shoes or plimsolls (not black soles) only to be worn. Players should not arrive in these but change on the premises.
- NO JEWELLERY of any kind to be worn during a match. The only exception being wedding rings which must be taped. Jewellery is dangerous to both the wearer and other players. Umpires will first speak to players and then on subsequent talking to be sent off. Nails must also be cut short.
- No smoking or alcohols, whatsoever, are permitted on the premises.
- The organisers take no responsibility for any injury, damage or theft to persons or their property incurred as a result of taking part in the Hereford Netball League.
- Insurance - Public liability insurance will be taken out. Any personal insurance must be the player's own responsibility.

- Matches may only be cancelled by the Committee. No other postponements or cancellations are allowed. If weather is inclement or the court unsafe for play, teams will be notified and the match re-arranged by the Committee.
- Team representative are obliged to attend all meetings or send a Deputy in their place. The first meeting missed will incur a fine of £10.00. The next meeting missed will incur a fine of £10.00 plus 5 points deducted from the team's League points. All fines not paid will be added to next season's League fees.
The next meeting to mean any subsequent meeting in that year (i.e. From AGM to AGM)
The chairperson to telephone Police in inclement weather prior to meeting and if need be cancel meeting or accept apologises.
- Any complaints should be made in writing and submitted to the Chairperson or Secretary of the League within 2 weeks of the incident.
- No injury time will be allowed during a league match. Injuries should be treated with care and only moved off court when considered safe to do so.
- New teams entering the League must do so through the lowest division.
- To be eligible to enter the new season of the Hereford Netball League a team must have an AENA qualified Umpire.
A completely new team wishing to enter the HNL will be given a 12 month `break in' period before having to have a qualified umpire. This would give the team 12 months for a team member to attend umpiring courses and become a qualified umpire.
- Result cards should be received by the Results / Press Secretary by the Friday following the evening the match is played (Tuesdays / Thursdays). Any result cards not received within TEN days of the match date will result in the offending team not receiving the appropriate points.
A result/report card must be sent by both teams playing the match.
The result must contain the name of the team sending in the card.
- Teams must not umpire their own games. The umpire that you organise is for the game either before or after the one that the team is playing.
- All games are to start on time. Central timing will be put in place.
- If any umpire feels that a player is being abusive to either them or a team member then they must inform the committee in writing within 2 weeks. The punishment for this will result in a fine or team points being deducted.
Hiliary Cooke Tournament Rules 2005
- Team captains to report to desk at 6:45pm prompt.
- Tournament to start at 7:00pm prompt.
- Games will be 7 minutes each way, changing ends
immediately at half time. The match will resume on the
umpires whistle.
- Please be on court ready to play as time tabled. Central
timing will be used to indicate the start, half time and finish
of each match. Although teams MUST play to the umpires
whistle.
- Captains must toss for centre well in advance of the game.
- Each team must provide a set of bibs and netball.
- Team captains and umpires must check and sign the score
cards. Once signed as correct no dispute can be lodged.
- No time allowed for injury.
- Each team will play all the others with points being awarded
as follows.
- 5 points for a win
- 3 points for a draw
- 1 point for the losing team if they score 50% or more of
the winning teams score.
- Any queries should be raised at the central table.
Hereford Netball League Constitution
The purpose and aims of the Hereford Netball League (HNL) is to further advance and promote the game of netball in Herefordshire.
The Committee will consist of Officers who shall have the power to co-opt a further six (6) members onto the Committee:
Chairperson
Vice Chairperson
Secretary
Umpire Secretary
Affiliation Secretary
Treasurer
Press Secretary
- All members of Hereford Netball League must be affiliated to England Netball (EN) and Hereford Netball League (HNL).
- All outgoing officers will remain in office until the allocation of a new Committee.
- All members of the Committee may re-stand for election or by proposal of nomination for office no later than 14 days prior to the Annual General Meeting (AGM).
- In the event of two or more persons seeking office a vote will be taken by a show of hands for the nominees who will leave the room.
- If any office becomes vacant during the season, the Committee will have the power to fill that vacancy until the AGM.
- Committee meetings will be held on stated dates agreed at the first Committee meeting in the elected year and all committee members are expected to attend.
- The quorum should be not less than two thirds of the total Committee.
- The AGM will be held during May in each and every year.
- Notification of the AGM to be 28 days prior to the meeting.
- Amendments to the Constitution and Rules of the League are to be sent in writing to the Secretary at least 14 days prior to the AGM.
- Any rule amendments agreed at the AGM will come into force immediately.
- Votes on issues at the AGM should be one vote per team. Should there be a split vote; the Chairperson will have the casting vote.
- An Extraordinary General Meeting (EGM) may be considered and called by the Secretary if so warranted by the Affiliated Member. All Affiliated Members may request through the Secretary such a meeting.
- Any complaint must be put in writing to the Secretary within 14 days of the incident; this will then be brought to the next Committee meeting.
- All fixtures should be drawn up and agreed by the Committee.
- The League Tournaments may be held throughout the year at the discretion of the Committee.
- The Committee may setup sub-committees if so required.
- The Committee will review annually the HNL subscription fees for entry into the Summer and Winter Leagues.
- HNL expects that all affiliated members shall uphold the aims, objectives, ethos and rules of HNL at all times. There shall be a general duty upon all members to be aware of their own conduct and its effect upon others, in particular:-
Affiliated members are expected at all times to present a high standard of personal integrity and conduct which will not reflect adversely upon HNL;
- All affiliated members shall behave reasonably and with the courtesy towards each other;
- All affiliated members are entitled to be heard provided that they do not conflict with this code of conduct;
- All affiliated members are entitled to respect from others;
- All affiliated members are entitled to be treated with dignity;
- All affiliated members have the right not to be oppressed;
- No affiliated member shall be subject to any form of aggressive behaviour whether physical, verbal or emotional.
Any alleged breach of these codes of conduct to any member shall be investigated by the Committee and may, if proved, result in disciplinary action.
No participant, volunteer, job applicant or employee will receive less favourable treatment on the grounds of gender, marital status, social class, colour, race, ethnic origin, religious belief, sexual orientation or disability or will be disadvantaged by conditions or requirements which are not relevant to performance.
- If necessary a Disciplinary Committee should be appointed by the Committee. The representatives must include the Chairperson and the Secretary of the Committee.
